[Official Rules and Regulations]

Introduction
KOFF – SP Korean Film Festival
The following rules and regulations are subject to the “Regulations for International Film Festivals”.

1. Organization
KOFF – SP Korean Film Festival is presented by ISPAC – Instituto São Paulo de Arte e Cultura.

2. Festival Dates

KOFF – Piracicaba Korean Film Festival takes place from August 15th to 18th, 2024 in the city of Piracicaba, in the state of São Paulo, Brazil.

KOFF – SP Korean Film Festival takes place from October 3rd to 9th, 2024 in the city of São Paulo, in the state of São Paulo, Brazil.

3. Program

The official program of KOFF – SP Korean Film Festival goes as follows:

a. Opening Event – two renowned Korean films will open KOFF – SP Korean Film Festival with a presentation by influential culture and film industry professionals present in Brazil, to celebrate South Korean cinematography.

b. Competitive Section – the following categories are eligible: feature films and short films produced in South Korea on any theme; feature films and short films produced in Brazil about South Korea and Korean culture; feature films and short films produced in Brazil and made by Brazilians of Korean descent on any topic.

c. Non-Competitive Section – this session presents a selection of recent production of Korean feature films and short films.

4. Awards

a. Feature Film Competition
Best Film: This award is granted to the feature film that receives the most votes from the festival’s audience.
Award: R$ 10,000.00

b. Short Film Competition
Best Short Film: This award is granted to the short film that receives the most votes from the festival’s audience.
Award: R$ 3,000.00

c. Special Award
Best Brazilian Film: This award is granted to the Brazilian film (feature or short) that receives the most votes from the festival’s audience.
Award: R$ 5,000.00

5. Registration for the Competitive Section

a. Eligibility:

i. The film must have been completed after January 2022.

ii. The following categories are eligible: feature films and short films produced in South Korea on any topic; feature films and short films produced in Brazil about South Korea and Korean culture; feature films and short films produced in Brazil by Brazilians of Korean descent on any topic.

iii. Films with a total running time of less than 30 minutes are classified as short films. Films with a total duration of 60 minutes or more are classified as feature films.

b. Copyright
i. Films submitted to KOFF – SP Korean Film Festival are considered to belong to the copyright holder (including in the case of an agreement with co-copyright holders), in accordance with the following deadlines:

Short films: 15/MAR to 15/JUL/2024
Feature films: 15/MAR to 15/JUL/2024

c. The registration will only be considered complete if the necessary information about the film is registered online and if the screener is submitted by the deadline.

d. Registration fee: There is no registration fee for KOFF – SP Korean Film Festival.

e. Registration procedure:

i. Email address verification
Email addresses must be verified via the official website to receive a registration link.

ii. Complete and submit the Online Registration Form.
Once submitted, an official email will be sent to upload a screener (film file).

iii. Submit the screener – the festival accepts the screener via online upload.

1. A link will be provided in the official email to upload the file.
2. If the original language of the film is not Portuguese or English, or if it includes dialogues that are not in Portuguese or English, the screener must be accompanied by subtitles in English. The “original language” refers to the language in which the film is or will be shown in its country of origin. For pre-selection purposes, films in English do not require subtitles.
3. The screener (film file) must be uploaded by the deadline and must be presented in the name of the copyright holder upon dispatch.

iv. It is the Applicant’s sole responsibility to obtain authorization and permission from the copyright owner(s) of any and all protected content or material
for copyright included in the submitted film. KOFF – Festival de Cinema Coreano SP will not be held responsible for any unauthorized use of copyrighted content or materials within the submitted film, including any content or materials that are or may become the basis for any third-party claims for infringement of Copyright.

v. If it is considered that copyright and/or portrait rights have not been released by the candidates, KOFF – Festival de Cinema Coreano SP may cancel the selection and award of the film before, during or after the festival.

6. Selection

a. The Selection Committee will choose the films for the official selection.

b. KOFF – Festival de Cinema Koreano SP reserves the right to decide the session in which the selected film will participate and does not provide individual explanations for not selecting a film.
c. The selected film will be notified individually and a final selection list will be announced on the official website.

d. A film’s invitation to participate must remain absolutely confidential until the program is announced by KOFF – SP Korean Film Festival.

e. Cancellation of selection

1. Film selection may be canceled at any time if there is any false or misleading information in the entry.
2. KOFF – SP Korean Film Festival may request documentary proof of copyright and portrait rights of the selected film before or after the KOFF – SP Korean Film Festival period. If the candidate fails to provide evidence, the film selection or award may be cancelled.
3. If it is proven that the film or people associated with the film are involved in any type of violation of basic human rights, including, but not limited to, discrimination, harassment or illegal activities during the production, promotion or screening of a film , KOFF – Festival de Cinema Coreano SP reserves the right to invalidate the selection and any film award.

f. Requirements for selected films
1. Film materials
Films selected in the official screening session must submit the cinematographic materials requested by KOFF – Festival de Cinema Coreano SP before the deadline via the Online Registration Form.

iii. Three to five high-quality images from the film
iv. Director’s biography
v. Filmography of the director
saw. High-quality photography by the director
viii. Credits, awards and festivals
viii. List of English dialogues
ix. Official trailer

2. Advertising materials

Films selected in the official screening session must submit the publicity materials requested by KOFF – Festival de Cinema Coreano SP before the deadline, via the Online Registration Form or other methods.
i. Screener (film file)
ii. Promotional video clips (including trailers): If they cannot be sent, KOFF – Festival de Cinema Coreano SP may produce, if possible, a 1-to-2-minute video clip from the selected film
iii. Film poster and press kit (optional)

3. Subtitling materials
Selected films, produced in languages other than Portuguese, must send the following materials before the deadline requested by KOFF – Festival de Cinema Coreano SP for the creation of subtitles in Portuguese.

i. The film screener must be provided as a file.
ii. The film screener must be identical to the screening copy. If the film is not in Portuguese, the screener must be subtitled in English.
iii. If the film is in Portuguese, a list of dialogues in English or Portuguese is required.
iv. If the film is not in Portuguese, dialogue lists in English or Portuguese and the original language are required.
v. As KOFF – SP Korean Film Festival is held in Brazil, Portuguese subtitles for a film in languages other than Portuguese will be produced and shown by the festival.

4. Rights for Portuguese subtitles

KOFF – Festival de Cinema Coreano SP reserves the right to the subtitles in Portuguese produced by the festival. Subtitles in Portuguese may be provided later, when candidates complete the process required by KOFF – Festival de Cinema Coreano SP. The candidate must indicate the festival as the supplier of Portuguese subtitles for 3 seconds on the screen.

7. Display Copy (printed)

i. Format
To be shown at KOFF – SP Korean Film Festival, the film must be available in DCP (D-Cinema), H264, ProRes. KOFF – Festival de Cinema Koreano SP technicians may request additional information about the projection format. The display format must be confirmed on the Entry Form when submitted.
ii. Deadline
The copy for exhibition must be delivered by July 15, 2024.
Changing the projection format and/or not delivering the film within the above deadline may result in the cancellation of the film screening by KOFF – Festival de Cinema Coreano SP.
iii. Technical guidelines

1. The use of unrecorded subtitles is encouraged.
2. Encryption: We recommend that the DCP is not encrypted. If the DCP is encrypted, send the DKDM to the KOFF production team leader. IFF. DKDM gives the film a better opportunity to organize screening locations. Please send two DKDMs, one for testing and one for display.

*Sound: 5.1 channel DCP is recommended. In case of physical print delivery

– It must be a 3.5″ hard drive/file or a case with a USB-type interface and an external power supply to store the contents of the DCP.
– DCP hard drives/file must contain an “MBR” partition table. They must be formatted in NTFS, EXT2 or EXT3 format.
– There must be no partitions or expendable data stored on the DCP hard drives.

iv. All films selected for KOFF – SP Korean Film Festival must be available for screening in their original language with subtitles in Portuguese, unless the original language is Portuguese.

8. Use of Submitted Materials

a. Cinematic materials and advertising materials
All materials presented may be used for advertising and promotional purposes through media outlets such as television, the Internet and mobile phones, and are provided to support media coverage by local and international media journalists from the year selection process (written press, social networks, broadcasting, online press, press agency, magazine, etc.).

b. Screener (film file) for selected films
Selected films produced in languages other than Portuguese must submit film screeners for creation of subtitles in Portuguese by KOFF – Festival de Cinema Coreano SP.

9. Festival Archive

a. Screener (film file)
KOFF – Festival de Cinema Coreano SP reserves the right to preserve a copy of the screener of selected films for archival purposes. With the consent of the rights holder(s), the screen copy will be converted for data preservation purposes after the close of the next edition of the Korean Film Festival SP.

b. Film materials and advertising materials
All materials from selected films submitted to KOFF – SP Korean Film Festival will be restored as part of the festival archive, which can be viewed on the festival’s official website and social media account, and will be provided for non-profit and of public interest.

c. Agreement
The registration and participation of films implies understanding and acceptance of the regulations. If any of the items mentioned above could pose a problem for the presentation of the film, contact KOFF – Festival de Cinema Coreano SP immediately. Any and all additional matters outside the scope of this document must be negotiated in good faith and agreed upon between both parties. If a potential conflict is not communicated in advance, the invitation to the film may be canceled at any time. KOFF – SP Korean Film Festival reserves the right to decide on any cases not covered by the official Rules and Regulations contained herein.
